As Referendums Roil Europe, the Dutch Reconsider


BRUSSELS—The European Union has a fraught history with referendums, illustrated by the U.K.’s 2016 vote to leave the bloc. But other recent plebiscites have delivered outcomes that have left even some hardened backers of this form of direct democracy aghast.

Only in non-EU Switzerland are referendums really ingrained into the political system. Elsewhere, they have been used with increasing frequency across the bloc even though they have often created problems for governments.
